5．海洋環境監督管理 Management of Marine Environment Surveillance
5.1 In order to meet the needs of Fujian marine exploitation, instruct the disaster prevention and alleviation, safeguard the people’s lives and belongings, serve the economy and society development in the inshore areas, Fujian Provincial Committee of the Communist Party of China and Fujian Provincial People’s Government jointly approved marine environmental forecast to be one of “Serving for the People “projects, based on the marine environmental observing and monitoring implemented by Fujian Provincial Oceanic & Fishery Administration.
5.2 According to “Outline of Marine Environment Protection of State Oceanic Administration, 2003”, Fujian Province intensified the constructive capability to marine environmental monitoring. As a result, 6 cities that set districts were approved to establish Ocean & Fisheries Environmental Monitoring Stations, and the number of ocean &fisheries environmental monitoring centers (stations) amounted to 18.
5.3 According to < Some Suggestion on Strengthening Marine Economy Pursuits of Fujian Provincial People’s Government>, Fujian Provincial Committee of Development and Planning as well as Oceanic & Fishery Administration jointly constituted< Blue Print for the Marine Environmental Monitoring System in Fujian Province >. The construction will last 3 years, from 2003 to 2005, with emphasis on moving, enlarging and rebuilding ocean & fisheries environmental monitoring centers (stations).
5.4 Red tides monitoring and controlling zones of the Min River Estuary were established by State Ocean Administration, 2003, with an area of 1500m2. The total amount of red tides monitoring and controlling zones got to 3, covering an area of 4000m2. Regular and pointing monitoring of high frequency and intensity was carried out in red tides monitoring zones, 2003, with 100% discovery rate of red tides. These zones made useful effects in the disaster prevention and alleviation and reduced the economic loss for fish culture by 93500,000 RMB.
5.5 Fujian pilot zones project, as one of “ The Time and Three-dimensional Monitoring System for the Taiwan Strait and Abutting Sea Areas’ Marine Dynamic Environment” in the “State 863 Planning” has already completed <Scheme for Implementation> in 2003, and strived to get a loan of 50 million dollars from the World Bank. The leading group and its office for Fujian pilot zones were set up, which has organized leading group’s first conference as well as the Special Technical Fruits and Fujian Pilot Zones Connecting and Coordinating Conference, and carried out a series of activities like choosing locations, planning and collecting land, etc.
5.6 Fujian Province has established 29 marine monitoring organizations, including one provincial general group, 6 municipal detachments, 22 county groups. It was the first time to carry out the marine administration and law enforcement under the framework of four grades as state, province, city and county. These organizations carried out 115 times of monitoring of 113 marine environment projects all the year around, discovering 106 cases of behaviors getting out of line and illegal activities, registering 102 cases, ending 100 cases and enforcing pecuniary penalty of 921,800 RMB. These administrative and condemnatory measures and propaganda brought great pressure and deterring the marine environment violation and illegal activities. These cases were mainly concerned with exploiting the sea sand and dumping the waste illegally into the ocean.
5.7 The work to survey borderlines of inter-county sea areas was carried out in the whole province, 2003. Inter-town agreement on the marine district borderlines between Fuzhou and Putian was subscribed as well as other agreements among 18 incity inter-counties (districts, towns) (e.g. Ningde, Fuzhou, Xiamen, Zhngzhou, etc ). At the same time, surveying the borderlines between sea and river was carried out across-the-board in the whole province: 95 out of 118 ocean outfalls have been delimited, which makes the marine environmental administrative zones clearer.
5.8 In order to scientifically and objectively evaluate the environmental state of red tides monitoring and controlling zones, and release the results to the society by FJTV and other news media, Fujian Provincial Oceanic & Fishery Administration took the lead in shaping and putting < the Environmental Assessment Methods for the Red Tides Monitoring and Controlling Zones of Fujian Province> in 2003, which regulated the environmental assessment methods for the red tides monitoring and controlling zones, and made good achievements.
5.9 Fujian Provincial Oceanic & Fishery Administration was awarded Special Grade for State Marine Integrated Management by the State Oceanic Administration, 2003.
5.10 Approved by Fuzhou Municipal People’s Government, ecological special protection zone was established in Pingtan Island, Fuzhou, covering an area of 163.1m2. The subjects cover: island ecosystem, coastal beaches, marine endangering species, etc. By the end of 2003, 12 marine conservation zones have been set up in the whole province, with an area of 1716 m2
5.11 Established by Quanzhou Municipal People’s Government, marine pollution treatment leading group with leaders in charge of these affairs as its group heads as well as the subordinate units such as Municipal Oceanic & Fishery Administration, environmental protection, maritime affairs, port authority and inshore counties (towns, districts), all together led the sea areas pollution treatment. At the same time, the group constituted < Scheme for Quanzhou Sea Areas Pollution Treatment>. There were many times of inspecting the Jinjiang and Luoyang river areas and marine environment with law, which stroke the illegal dredge activities and accelerated the terrestrial pollution treatment.
