根據《中華人民共和國海洋環境保護法》和福建省人民政府賦予海洋行政主管部門監督管理海洋環境，組織海洋環境的調查、監測、監視和定期評價海洋環境質量的職責，我局組織實施了2003年全省海洋環境質量調查、監測和監視工作。在開展趨勢性監測的同時，加強了主要江河排污、近岸排污口、近岸海洋功能區和赤潮災害的監測，綜合分析和評價了海洋環境質量狀況，編制了《2003年福建省海洋環境質量公報》，現予以發布。

According to <Marine Environmental Protection Law of People’s Republic of China> as well as the duty endowed by Fujian Provincial People’s Government to supervise marine environmental management, and organize marine environmental quality investigation, monitoring, inspecting and regular assessment, Fujian Provincial Oceanic & Fishery Administration carried out the above work in 2003. At the same time of trend monitoring, we strengthened output monitoring of the main rivers, sewages alongshore, oceanic functional zones and algae bloom inshore, made an integrative analysis and assessed the present quality state of Fujian’s ocean and finally compiled < Report on the State of the Marine Environment in Fujian, P.R.C in 2003>.
